Well, if you use Adobe Photoshop, it's the stroke effect.
On your layer pallet there should be a little 'F' at the bottom left, click it, and the stroke option will be the last one on the selection

Alright, thanks. But when I click it, the white's always on the outside, not inside. I tried messing around with the features, but the white stays on the outside, sorry for so many questions, but could you help me?
